In 2009-2010 while deployed in Afghanistan, Angel was given the privilege to have a private conversation with the Commandant of the Marine Corps, General James T. Conway and Sergeants Major of the Marine Corps SGT, Maj. Carlton W. Kent and shared a decades-old idea of instituting a policy to allow the Post 9/11 GI Bill to be utilized for all trades and occupations.
Less than a year later, that idea was signed into law as the "GI Bill 2.0." This single suggestion allowed veterans, their spouses, and their children to gain knowledge and certifications in every industry in the country unleashing a massive amount of wealth into the country and was the catalyst in the subsequent decline in the unemployment rate from 2011 until present.
As of the day of this posting the 27-year incumbent Rosa DeLauro has yet to turn a single idea into a Federal Law.
